Modifiers are build corrections
Equipment modifiers should correct a weakness you can name. If you die during boss attempts, look for survival and recovery value. If farming is slow, look for uptime and repeatable damage. If PvP feels unstable, look for mobility, control, or pressure support.
A modifier that does not solve your current problem is decoration, not progression.
